How do you access this energy?

As you may have seen in this post, , I talk about how Osho references controlling and transferring energy to someone else. In my mind this has always been an art known to taoists, and practitioners of Nei Kung and similar systems. Is this true? Do the practioners of these arts, really have this ability?

In the Magus of Java, Kosta talks about how John Chang was able to astral project. What level does one need to be in Nei Kung to have this ability? As far as chi goes, what happens to the Yin and Yang during astral projection?
