Going on your has significant risks. I have no problem with people training on their own as long as it is an informed decision which takes the risks into account. 99.999% of people training on their own don't fall into this category.

Because the transition to the space shuttle program reduced the payload that NASA could bring to LEO without reducing cost in tandem.
