No it isnt a sign of blockages clearing. Its a sign of energy stuck in the head. You shouldnt have to keep lowering it. It shouldnt get stuck there in the first place so frequently that you have to keep on finding techniques for lowering it. Your teacher should be able to help you, as s/he knows you in person and knows your system.
