Meaning of Yin Yang Jewel in Tibetan Flag between snow lions?

Does anyone know about these "ten exalted virtues and the 16 humane modes of conduct" which are represened by the fire water tai chi eternal pepsi symbol?

 

 

 

 

 

Also, funny how this is such an energetic flag?

 

Snow mountain triangle...looks some like the eye of horus with that sun.
