Reportedly (I think hints to that can be found in Frabato) he was a Walk-In (soul that inhabited a personality whose owner soul left, so to speak). He was born in Austria / Hungary and died in Czech. So he would rather have a slavic cultural personality background which is quite different from the Chairman.
