I've not seen an option for sub-forums to be listed with the newest content at the top. Every PPD is a sub-forum, just like general discussion, the rabbit hole, etc and are either ordered manually or in the sequence they are added, with the newest at the bottom. On the main forum index page the PPD names are bold when there is unread content, you can follow topics you are interested in or you can follow members and receive notifications for every post.
