I.e. controlling the direction and intensity of winds. The key skill though is just to feel when weather is more prone to changing and use that timing for "demonstrations". Creating a rain in dunes might be hardly possible as there is no humidity / liquid to begin with. If someone wants to fix issues with deserts / sand dunes not growing any food / grass, it is necessary to invest trillions dollars into terraforming procedures not to call upon "Weather Magicians".
