Problem with Welcome permissions?

I got a PM from James22.  He was able to PM me but from what I understand not able to post messages on the board. 

Here's what he wrote "

Thanks for your response, Yes I have been to site since Feb 22 and make welcome posts as from requirement but it almost 8 days but no update.
