Generally speaking, an individual is considered "psychic" if they are able to navigate the soul as a medium which connects virtually everything.  For some it is a gift they are born with.  For some it's a consequence of life experiences, often trauma.  It can also be taught as a skill / craft.  Most often it's the confluence of all three to a degree.

 

Becoming more psychic means the individual is able to better navigate the realm of the soul, both in themselves, in others, and beyond the material.  For example:  divination requires plotting a course between a web of could-be events and the events on the time-line here and now.  That's not easy.  An individual may be able to explore the realm of soul as a psychic, but that doesn't mean they can make any use of it or do so without losing their mind.
