But I think Martial Development said it pretty well in the link

The definitions of internal and external martial arts are too vague and shallow to fuel the deep reflection and analysis that lead to mastery. Dedicated students and teachers of martial arts should move beyond them, without hesitation.

External is likened to using excessive force, momentum driven applications and development. Internal is likened to using just enough of the body's contraction of muscles, alignment of joints, cultivation of physics; posture, movement, and last but not least, deep and unmoved concentration.

 

It is such that every martial arts should have this..but not all do. Is it in Wing Chun? Yes.
